As the Obama administration's mortgage rescue plan enters its tenth month, the multibillion-dollar question remains: Is the Home Affordable Mortgage Program working? December figures from the Treasury Department indicate that of the 759,000 borrowers who have been put into a trial home loan since the program's inception in March, just 31,000 have been converted into a permanent loan modification.

We'd called Michigan home for most of our lives. I was raised in Romulus, a suburb of Detroit; my wife, Marian, grew up in the college town of Ann Arbor. We met in 1990 and were married in a big church wedding four months later. In 1993, when our oldest child, Daniel, was 2, we bought a home in the village of Dundee, on the banks of the River Raisin.
